Vietnam recruits youths under 30 to lead nation

Prime Minister Nguyen Tan Dung has launched a project to recruit 600 young talented intellectuals to lead 600 communes in poor rural districts nationwide in an effort to rejuvenate the country’s leadership.
This project estimated to cost VND200 billion (US$10.25 million) is being implemented until 2020. Successful candidates will hold the post of deputy chairperson of the People’s Committee [local government] at the commune level for a 5-year term.
This year will see 100 first intellectuals recruited and dispatched to five provinces with poor districts, Vu Dang Minh, acting head of the Youth Affairs Department under the Interior Ministry, said.
Candidates will be Vietnamese young people under 30 years old, who are required to graduate from universities in the fields of economics, science and technique, agro-forestry, fisheries, construction, traffic, law, natural resources and environment.
They must join the project on the voluntary basis, obtain good professional skills, lead a virtuous life, and have a good health.
The Interior Ministry will set up project management units from central to local levels, with the central unit to be in charge of recruitment. The Ministry will train future cadres for two months. After that, they will be put on probation at communes for one month.
After the three months, future commune leaders will have to make a commitment in writing to comply with the project’s regulations.
They will enjoy the same benefits accorded to deputy chairpersons at commune level.
In addition, the young intellectuals will be given free accommodation and entitled to a permanent residence status in the commune where they work.
Through this project, the Prime Minister allows poor communes to increase the number of the People Committee’s members from 3 to 5, including 1 chairperson, 2 deputy chairpersons and 2 other officials.
