HCMC’s residents happiest with government

Ho Chi Minh City ranks first in a survey measuring residents’ satisfaction with local governments, a conference in Hanoi announced Thursday.

The runners-up are Ha Tinh, Binh Dinh, Danang, Hai Duong, and Thua Thien-Hue. Provinces at the bottom of the list include Kien Giang, Cao Bang and Kon Tum. Hanoi is among localities ranking in the middle. 

The survey, which followed international standards for surveying, asked 6,000 Vietnamese in 30 provinces and cities for their opinons on 6 areas of government management: public participation at grassroot levels, publicity and transparency, responsibility to explain to the public, corruption control, administrative procedures, and public service provision.

Dr. Thang Van Phuc, chief consultant to the survey, said the survey wasn’t about ranking. Phuc said the ultimate purpose was to show local goverments what the people think about them.

He said surving the public on government mangement has long been used worldwide to help policymakers adjust policies to meet public demands. 

The survey was conducted by the United Nations Development Programme, the Vietnam Fatherland Front, and the Centre for Community Support and Development Studies, an affiliate of the Vietnam Union of Science and Technology Associations.
