City event organizer fined for exposure of nipple, panties

A communication firm and event organizer in Ho Chi Minh City has been fined VND11 million (US$564) because one of the model's gown slipped and another’s dress proved too short.
The city Department of Culture, Sports and Tourism issued a decree that Diamond Night's organizers would be fined VND3.5 million for using inappropriate outfits and VND7.5 million for making changes to the show without official approval.
Inspectors from the department said the models should also be punished for wearing inappropriate clothes but finally concluded that what happened was the result of an accident.
During the show on September 4, popular model Bebe Pham was strutting her stuff on the catwalk in an evening gown glittering with gemstones when one of her nipples popped out. Footage of the gaffe attracted millions of hits on the Internet.
Pham said that she had felt nothing wrong when she tested the gown backstage half-an-hour before the show began, so she didn’t ask the designer to make any adjustment.
“It must have been the heavy ornamental gemstones attached to the top of the dress that made it slip,” she said.
That same night, another leading model, Ha Anh, slipped up with a super-short black dress that did not cover her white panties.
The city issued a statement said her dress had not been approved by officials of the department.
Ha Anh denied that she had rolled her dress up before singing to promote herself, saying she was too busy to check her costume.
Vo Trong Nam, Deputy Director of the department, said his unit will tighten control on similar events later and will impose stricter penalties for similar slip ups.
Such incidents are not to be repeated, Nam told Dan Tri reporters.
“It’s not that anyone who wants to sing is allowed to sing or anyone can do whatever they want (on stage). The scenario of the event must be looked over carefully by the department and the organizer must respect the approved program instead of making changes at their own will.”
Diamond Night featured models wearing jewelry at the Sheraton Hotel and gathered 40 candidates for the Vietnam Model Award 2010.
Earlier, Style Night event in 2008 was fined VND9 million following a nipple slip involving model Vu Thu Phuong, Several outfits used in the show had not been approved, VnExpress reported Friday.
In 2004, singers Ho Quynh Huong and Doan Trang received a rebuke from the Department of Culture and Information because their outfits at the Vietnam Supermodel contest proved too revealing.
