Charges dropped against mayor in sex with minors
A local prosecuting office has dropped charges of sex with minors against a former province’s mayor and 15 others including policemen due to insufficient evidence.
The Ha Giang Province People’s Procuracy said it would not consider criminal prosecution against Nguyen Truong To, former chairman of the Ha Giang Province People’s Committee; Dinh Xuan Hung, director of the Ha Giang Province Social Policy Bank; and three provincial police officials: Hoang Van Minh, Hoang Ngoc Bich and Nguyen Trung Tien, and others.
The Procuracy had already brought charges against Sam Duc Xuong, 53, the former principal of the Viet Vinh High School in the province’s Bac Quang District, for having sex with underage girls.
Indictments have also been filed against two girls Nguyen Thuy Hang, 19, and Nguyen Thanh Thuy, 18, also residing in the province, for “brokering prostitution.”
Hang and Thuy repeatedly prostituted themselves for Xuong before they acted as brokers procuring underage and virgin girls for the headmaster and his friends.
After the scandal was uncovered, Hang, Thuy and some other girls gave the police a list of the 16 men whom they said had sex with them.
If convicted, Xuong and the two brokers will each get 7-15 years in jail, according to the provincial Procuracy’s indictment.
The case has attracted huge public attention as a top leader is involved and as Xuong's girls are just pupils attending his school.
